E-4, E-5 Army Promotions down for May

This is a sign that retention is at a all time high, I would like to see how it is after a summer in Afghanistan. I know when everything was hot and heavy in IRAQ, Doc’s were getting out left and right in the Navy. Things have cooled off considerably since then, but I fear may ramp up again in this conflict.
From Army Times:
May will be a downer for noncommissioned officer promotions in the active component, with only 2,515 advancements being scheduled to the ranks of sergeant through sergeant major.
The May promotion plan authorized by the Army in cutoff scores and senior NCO sequence numbers, is about 500 fewer than in April, and well below the monthly average of 4,250 projected for fiscal 2009.
